Need to pin the Ubuntu version as 24.04 doesn't have Rscript. See carpentries/sandpaper#605 and carpentries/sandpaper#606

Provides a workaround for #605 to pin ubuntu to 22.04.
ubuntu-latestis now 24.04 which does not include R by default any more (for now): actions/runner-images#9848
